What Does A Responsive Theme Mean

Target#1. install phpBB3 into my godaddy linux hosting (The phpBB3 has to be able create new forums and cateogories by Admin)
Target#2. Put 'Metro — A Responsive Theme for phpBB3' this theme to the forum, it has to been look nice in both computers and tablets
Target#3. Put my adsense ads into the phpBB site nicely after the METRO theme is installed
Here are more information.
I have a godaddy Unix hosting plan. My main domain is eeprogrammer.com. I need to install the phpbb3 in a folder under the main domain. The folder has its own domain name which is projectaratalk.com.
Here are what have been tried for target#1
a. Use Godaddy control panel to install phpBB3 3.0.X. It does not work because an error message 'the website is not available' will appear after I click submit button for creating a new forum. (People in this forum asked me install the phpBB myself)
b. I tried to install phpBB 3.1.X. manually. I have the same problem in 'a'. (People in this forum asked me change the cookies location from eeprogrammer.com to .projectaratalk.com, after that it worked fine. Note: I do not want to use 3.1.X)
c. I used the experience I got from b and tried to install 3.0.X because I want to put adsense. Since the adsense MOD would only work for 3.0.X., so I installed 3.0.X. The same problem in 'a' comes up again. I have test with different cookies location and with and without leading dot, but non of them work.
Here is stuff that I need help.
1. I am still not able to solve the 'the website is not available'. I provide the admin login here, please go to http://projectaratalk.com/ help me check (login: admin, pw Hijk1234? )
2. If I want to install adsense ads after I put the Metro theme, do I need to change anything in the Metro theme?

Looking for a new style to our forum. We need to redesign the whole site and would like to have it responsive to suite all sorts of devices. The thought then was to start with the forum that is a phpbb3 forum.

But it seams nearly impossible to find a simple style to start with. I have found rockettheme but that costs money and it does not seam to very lightweight. I also found this https://github.com/simonsmith/responsive-phpbb but it has not been updated in 4 months therefor it looks like the developers gave up that project.
Is there any responsive phpbb3 styles? or is everyone waiting for phpbb3.1 or phpbb4? Will they support responsive designs?
